Who the heck is Steve?

Is anyone else curious as to who Steve is, and why Nate's eyes widened when Russell mentioned him? I checked the wiki and there's nothing there.. only the radio broadcaster from Ep. 1 whose name was also Steve. -.-

    We know nothing about Steve 400 day's, I have to guess he was some type of asshole leader and is the reason Russel left.
