Tavia Settlement in TV Show?

At the end of the Walking Dead season 4 promo Daryl hears a message on the radio about a sanctuary could it be from Tavia's settlement? The whole 400 Days is right about where they are at in the tv series timeline at the start of season 4 I believe.

    It's gonna be the Alexandria safezone most likely which is in washington DC I believe,in the comics the group come across it when they head to washington DC.
