Lilly was keeping watch on top of the RV at the beginning of episode 2. You probably thought Carley was the one keeping watch because she was the one who noticed the St. Johns. Which she was. Because Lilly sucks at her job.
Clem lost it two days previous though and if Carley was doing most of the look-out duty at the inn (which I swear Lee mentions in the game - unless it's in the unused clips), she may well have been up there.

My guess is that:
1: The person on watch didn't see her
2: She is a ninja
3: Clem dropped it somehow and she found it
This always bothers me when playing episode 2. Why would she just steal a hat? It's the zombie apocalypse so lets steal a little girls hat just for the sake of being a psycho b!tch? Also I still don't get why she was recording our group or what was the purpose of ending episode 2 with her.
She was crazy. Her daughter must have been murdered and she is in denial that she is dead, she probably thinks Lee's group stole her daughter who she thinks is clementine. So she stalks them.
No idea if this is right but: In the end of episode 2, Jolene records clementine talking with Lilly OUTSIDE the dumpsters. Clementine could have simply left it out there to get something from inside the perimeter and Jolene could have snatched it while she was inside. But if Doug is in your group, that might exclude this possiblity, because he has the alarms set, and the group would have been let known of Jolene.

Either way, again Telltale dropped the ball on being realistic.
Even the video tape recording end of season 2 really didn't make much sense, or didn't even matter.
Telltale just worry about keeping it real, and not unrealistic just like Kenny getting Shot, but surviving till the end without any treatment.
Clem probably left it outside of the gate. I don't think Jolene would have targeted the hat specifically and snuck inside the camp just to take that. She probably saw that it was outside and easily accessible, and took it because it belonged to Clem who reminded her of her own daughter. If only one person was on watch, it'd have been easy enough to take it undetected. Remember, nobody even noticed Ben talking to the bandits or gathering supplies and leaving them outside.
If she sucked at keeping watch she wouldn't have seen the bandits take over the motor inn and catch the rest of the group by surprise during her conversation with Lee in her motel room when she was fatigued. Lilly is by no means perfect but one thing she wasn't was poor at keeping watch, she was the most vigilant and aware person in the group. She had foresight, intuition and was the only person to clock that supplies were going missing.
If Clementine didn't even know who took her hat, Lilly can hardly be blamed for not seeing Joleen. Clementine is a kid at the end of the day, kids lose things, even things of sentimental value. She probably lost it when she was playing in front of the motor inn and Joleen probably took it up from the ground after Clem returned back inside. It's not like Clem was wearing the hat when it was taken, she wasn't robbed and Joleen didn't breach the motor inn. Why would anyone think anything of Clem not wearing her hat other than Lee? Lee is the only one to know the importance of her hat. A watchmen is responsible for keeping the group safe not for keeping track of peoples belongings. Clementine didn’t seem that concerned about her hat when she was playing with the ball or drawing with Duck, she probably expected it to be around somewhere but wanted Lee (who she saw like a parent)to help her find it, as kids do.
Noticing the bandits after like 7 of them broke in and already had everybody on their knees at gunpoint isn't really that impressive. She noticed because she was facing the window looking out and Lee wasn't.
I was mostly kidding about the whole Lilly sucks at keeping watch thing, though. I just like the idea of her being on top of the RV looking down at everything and not noticing a crazy woman wearing a bright red Save-Lots vest sneaking around the motor inn.

Why don't we blame Lilly for Clementine losing her hat in Savannah as well, whilst we are in the blame Lilly for everything mood? Did it occur to anyone that she is a kid and kids loose things. She was playing, she lost her hat it wasn't taken. Kenny,Ben and Christa didn't spot Clementine leave the manor in Savannah when Lee was sleeping, are they all poor at keeping watch too? Oh yeah, I forgot, they are liked.
Lilly might be abrupt, rude and come over, to some as bitchy but she was very devoted to watching over the group. Even when she wasn't well she spotted the bandits take over the motor inn, delegated for Lee to cause a distraction whilst she got into a good position to clear up Ben's mess. Even Carly didn't see the bandits until it was too late. As for Ben he practically let them in since he would have seen them coming and chose to say anything, probably expecting them to take the stash and go back through the forest.
Lilly was overworked and rarely had time to rest because she was always worrying over the group like Rick was when he had his breakdown at the prison in the comics, before leadership was abolished and replaced by a committee to ease burden.
Technically, by the time Lilly sees them, they've breached the wall, rounded up the group, and were preparing to start going room to room. But she wasn't on watch then, Ben was. Lilly still gets zero points for noticing the bandits after they broke in, but Ben gets negative points for letting them in. Seriously, that kid is incompetent.

I agree. You are absolutely right. I don't know why people assume that Joleen was inside the motor inn walls. I thought it was pretty clear that Clem was playing outside of the motor inn and lost her hat out on the pavement at some point, hence why the recording shows her being watched in front of the motor inn, as opposed to her only being shown inside.
I kind of do blame a lot of things on Lilly, I honestly do not know for sure why I want to kill Lilly so badly, but I can take a pretty good guess, I never blamed Ben for killing Carley, some people did but I did not, I blame Lilly 199% for why Carley is dead, no one else, and she was in my top five favorite survivors along with Lee and Kenny and Clem, and all the other shit she pulled before did not help, sorry if I am going off topic once again, I just never explained why I have a deep hatred for that bitch.
