Was Vernon meant to be a chicken?

Well not a chicken but really scared etc. I was recently replaying episode 4 and Vernon's character shakes the whole time you meet him and the subtitles show him stuttering like he's scared.

However his voice is calm and collected the whole way through (not stuttering once); was he originally meat to be more of a scared character and it didn't work out with the way they took the game?

Its just something I noticed as he doesn't do this for the rest of the episode.

    He was scared of Lee, he saw Crawford people kill some of the cancer survivors, So he thought Lee was from Crawford and he was going to kill them.
