I doubt they are just waiting 2 years too release a game that's that's already finished.
Telltale has finished the game but … morethey most likely don't have a full confirmed release date on a few platforms that's why there not releasing it. Puzzlebox has said that once they get a release date they will tell us. They can't just put the game out, they have to get a release date and etc. unless they do a surprise release.
So it's coming out on the 17th for steam. That means that if we bought it through Telltale's website, it'll also be the 17th...yes? I mean, that only makes sense, but no one seems to be mentioning that factor.
If Steam's date is correct, which likely is then it will be same for the TT website.
Just keep in mind that date has never officially been confirmed by TT.

They have tweeted as late as 1AM Cali time before so there is still a chance of a update before then, But i think its more likely that it will be later.

Sorry, but... "Very soon" is what they said in October regarding the game's release. Although I do believe that this is different, and that it will come out genuinely soon- as in, tomorrow or maybe the day after.

At what time do the games usually release? Are they released at midnight of the game release date? If so, what time zone? I ask because on Steam's website I see the release date as "1 day and 3 hours". I'm in EST zone, so that would put the release at tomorrow, Dec 17th around 1pm. Does that sound right to anyone? Can anyone shed some light on this for me?

Yeah they have to get the game rated (not just in one country but many) and so on, there is a process to go through for devs/publishers.
