So far. What if all the adults died and Clem had to make her own group of teens and kids to survive?

I agree, considering her age it seems highly unlikely (in a group where there are adults). In a group of kid/teen survivors, I don't know, maybe. But it's just a distant possibility.

Because she's a child, that's why.
A world where teens and children are the only survivors is a world I wish not to experience. To answer your question though, yes, I do think that if she ever needed to, Clementine could keep a group of scared children in check - given that they're her age, of course.
If it were a group of children and teens then yes, she would easily be the leader. But with adults, I don't see it, it could be done but would have to be done carefully and fully earned. Maybe if they started with just Clem, Sarah, and Becca, and other adults joined up with Clem the defacto leader already in place, the adults would always question why they follow Clem's lead and she would have to constantly prove herself. It would be very tricky, and I don't think they can pull it off in the next 4 episodes, but I would be willing to play that game as well, it would make for some great drama.
