People are overanalyzing this, it's just a random walker they put in to add into the common sense of the fact there are walkers roaming the earth right now.
Also Lee was handcuffed in Savannah. How would someone think he got all the way over there?

If Telltale had a dramatic scenario in mind where Clem encounters Walker Lee in episode 5, I can definitely see them glossing over the whole "my Clem shot Lee" thing by having her miss the first time (you'll notice in the "kill Lee" ending that her hand seemed to jerk to the right as she fired), and then explain she simply didn't have the heart to try again.
If I've learned anything from the MASS EFFECT games, it's that a video game company often has a pre-set narrative in mind, and will downplay your decisions from the previous instalment as much as possible to make their jobs easier.
But think, it all went black after the gunshot, Clem closed her eyes and her hands were shaking, could've easily shot the ground. But I know the walker isn't Lee.
Mass Effect 3 was horrible.... But yeah, I think Clementine missed Lee, her hands were shaking and she closed her eyes then Lee could've easily fainted from blood loss. (if you cut the arm off)

I know it could be Nate because in 400 days if Wyatt stays in car then Nate will come out his car and try to kill you. If you succeed when Nate tries to grab you out the car, Wyatt smashes Nate's hand with the car door. This is why I think it's him. Look at the clothes in this pic.

When you brighten the image, it's just 2 gashes on the hand with one of the hand bones visible through the gashes. It's not a D.
