It can't be Hershel. The events from TWD The Game are occuring at the same time as the TV Show. SPOILER ALERT Hershel dies in the Show, so it can't be him. Glenn is with the folks at the prison. At my look, it's probably Kenny. TTG wouldn't just use this comeback to a useless character.
The game is actually canon with the comics, but that doesn't matter anyway since Hershel is dead in the comics too.
