What is going on with the Vita release?

It's bad enough that this is happening with Season Two of The Walking Dead, but now this, too? All reports say the first episode was supposed to be out for Vita before the end of 2013, but that apparently never happened, and I haven't found any explanations or new release info from Telltale. Now site's are going around saying that Episode 2 will be released for ALL platforms in February. So, does anyone know what is going on?
