The game is set around 20 years before the first issue. So yeah, the 80's is a good as bet as we can make.
Wow. Didn't realise it was as long as that. Would also explain why people use cassette players.
The story occurs during 1982. Only during the 80's taxis were cool.
Don't forget the mullets. They're also a pretty good indicator.

My guess was early 80's. '82 or '83.
The streets are dominated by checker cabs, which, I think, ceased production around 1980s (even though they were still on the streets, just not the most dominant cab type anymore), so I'd say it should be somewhere between the 70s and the 80s maybe.
Notice the tapered legs of all the pants people wear... It has to be the 80's :-)
