A longshot new hypothesis, may have been mentioned before (but I haven't seen it)
So just a small thing that just popped into my head, I hadn't really given it much thought though. What if it's another Werewolf/Lycan-thing? The title could be referring to the other wolf among fable town, huff'n'puff is totally something a wolf being would smoke, and there's an achievement later on entitled "a lesson in lycanthopy" or something to that affect. Could this hold water?

I haven't read any of the Fable comics, but I believe Bigby is the only werewolf type fable around. He is the one who tried to eat Red Riding Hood and he is the one who blew down the three little pigs homes. He is probably also the one who ate the sheep of the Boy who cried wolf fable character.
That'd be interesting if the wolf the "Jesus Christ, Bigby...Is that you?" is being directed towards ends up not actually being Bigby.
