The only reason it wouldn't is because it's the sequal.
I don't think the delays will cause it to loose game of the year, it would be inferior story telling and character development.. To get game of the year again I think they would would also need to pull another great ending like S1, and I'm not sure how they would lol, that ending was spectacular
. Also, it will probably be game of the year for 2020 
Well have take into account s1 had a lot of delays too and this time have more profit so could make even better game(very hard) if want game of the year especially in game like this it will live or die by quality of written story. For me need episodes full of hard decisions which make you make decisions where can't be good guy. Cool action scenes and gameplay plus big plot twists but also foundation of these scenes with just exploration sections where look around and just talk to people but exciting thing is telltale are company ever growing the potential is endless so very exciting special mention for wolf among us my fav at moment
To early to tell, we're only one episode in. If it's anything like the first season though, it'd be tough to beat.
