It is a problem that they didnt properly flesh out the characters in episode 1, and this has caused people to judge most rather harshly, but even if its for plot, they forced it down out throats without proper explanation/ reason. Now, if carlos had been in support of helping her and was overruled by the group, this issue with him would not be happening. He would seem like a smart and proper doctor if he was in favor of 1: helping a little girl, and 2: minimally treating the wound from the start. Even if he was unsure of the source, a doctor (whose skills should have been high enough in demand to have seen and dealt with enough wounds to know that leaving clem as she was would cause a fever anyway) should have been willing to atleast try. If she wasnt infected, she'd likely require cleaning and antibiotics rather than just a quick cleaning, so he either had no idea or was lying and fully prepared to let her die.
So ya, if he had just said, well, it could have been a dog, lets treat it first, then we can lock her in the shed, people wouldnt have much issue with him. Locking clem up like that was a little harsh, but still defendable. A doctor acting like he has is not.
The community is WAAAY overreacting over his incompetence. They ACTUALLY THINK that Telltale intended to write him incompetent and that his mi… morestake should be taken that seriously.
No. The reality is that Telltale wrote themselves into a corner. You see, if he had known that it was a dog bite, even the little content we had in All That Remains would be further diminished and made more "bland" and "boring" (you know, because it would not be misery porn, which seems to be what Telltale is going for this season. Makes it easy to milk feels out of Clementine fans on every single episode). They needed him to not be sure about it so we could take the "long way around". I do not believe that it is an actual character trait, but simply a lazy plot-convenient outcome.

Carver sounds like a surname and we never learned Kenny's before he disappeared. It's how I would work him back into the story, as a possible enemy.
