Brother/Sister Relationship

I keep hearing that Luke and Clem are going to have a brother/sister relationship. The thing is, why Luke? Why not Nick? Nick and Clem both have hats and they both lost their families (considering that Pete is going to die no matter what and Nick always lives) so why can't Nick and Clem have a brother/sister relationship? I think everyone here can agree that we would rather have Nick as a brother figure over Luke.
