Since the Walkers are the only reason the outbreak even started i would go with the Walkers...
Humans for sure. People like bandits, the governor, negan, etc. If the only real threat was the walkers then you can just fortify a building and live in the roof with no problems but then there are bandits or someone who will be able to break in and try to kill you.
Zombies at first ! But once the apocalypse start the people make it even harder to survive than the zombies themselves ( St Johns, The Governor)

I mena, yes, the "dead" are the ones that kill eveyrone and break society, but humans are the ones that complicate each other living, like they do when society is normal, the differnce is in a structured society people fight for stuff like jobs and money, and during an appocaypse people would fight for food and survival.
That's just Nature, competition and survival of the fittest, i loved episode 5 scenes where you walk around Savanha but hidding, like rats hide from humans, it just shows how insignificant humans have become that they have to act like mice and run trought holes and roofs
Agreed, sometimes it's us humans who are the real monsters. If only all humans looked out for each other and were just a little more cautious, there would have been peace.
And those are just the ones DIRECTLY caused by the living. Duck was bitten by walkers let in by the Save-Lots bandits, Chuck died because Molly drew walkers to their position by ringing the bell, Ben died due to shoddy craftsmanship by lazy balcony builders... the list goes on. I'm gonna say the living are the ones that make it worse.

Seems like it should be easy to do except when the living forces you out of hiding and you have to run. Which is when you're most likely to stumble into some walkers unprepared.

But the walkers have no control.
I believe it was Bill from TLoU that said of zombies/infected: "as bad as those things are, at least they're predictable."
Kirkman wanted the real enemy to be other survivors, that's why the show sometimes feels soap-opera-y.
In the Walking Dead universe, I would say people. I think Kirkman tried to emphasize that since the very beggining ( Thats the way I see it, just my opinion.
In a real life ZA, Zombies. I dont think things like the saviors or the gorvernor would exist. There might a (violent) scavenger/marauder every now and then, but they wouldnt be much more dangerous than the zombies.
Humans, without rules and restrictions we either latch on to the last strands of our morals or we embrace chaos itself. I mean whose more dangerous a mentally crazy but intelligent human trying to murder you or a slow moving dumb walker?
