Is season 2 eligible for GOTY?

I wasn't surprised when I learned season 1 earned 90 GOTY awards, but I'm not so sure season 2 is allowed to. It started in 2013, so technically it doesn't have a right to GOTY. Or will there be an exception. I know other people's opinions on S2 are irrelevant, but I'm just curious.

    I may be wrong, but I'm pretty sure it will be eligible because I don't remember any awards (at major awards-thingies) nominating season 2, probably because of it's late release date.

    They didn't nominate it because only 1/5 of it was released.
