No release dates for Android platforms have been revealed yet (Telltale's head of PR, Job Stauffer, stated that the release dates are close … moreto being confirmed, but they haven't been announced yet). Since not everyone has the game yet, this thread remains open so that people can keep discussing when the game will release on their platform without getting spoiled by reading the general forum.
As banballow pointed out above, it's available on Vita from Sony. It's probably an issue with downloading on your console. If you post your problem in the support forum. Someone there should be able to help you.

typically a game company will delay all releases until they can release at the same time. as for not getting any info back, generally this is due to not knowing the process to find out stuff. most companies have someone that will reply or point you in the right direction, though this isn't the case with all companies (and often is the result of the company being too big for itself). however the issue was that vita wasn't done reviewing the game/episode in order to give a date, thus it may have simply had a longer review process, or maybe they were given the episode late due to the conversion process to vita (code isn't universal, and the more hoops a developer has to do to get it to work on a system the longer it usually takes). the only issue here from TTG is that they are telling us stuff when they know it (which is actually a good thing).
No other game companies experience the problem of fake release dates it's to easy to put the blame on a different branch when don't reach yo… moreur dates their failure to deliver the product on time to Sony lead to the delay. Every game goes through same system and still keeps the promised dates. If I gave the product late to walmart I can't blame them for the delay. Give the Vita version at the same time it will solve the problem
