The Governor or Carver?

Who is worse The Governor or Carver? It seems to me that Carver seems worse then the Governor but that is just my opinion. What is yours?

    Well if his introduction anything to go by Carver is a real contender for the worst of the two.

    I like Carver. But there's only one Governor.:)

    At least put this under a spoiler. Not because I give a crap about the comics, but because triggering imagery (rape) is not exactly the kind of crap I want to stumble upon, nor other people.

    The governor is waaaaayyyy worse... Think about it Carver can actually end up being a good guy you never know

    The Governor is sick and twisted, but Carver never hesitated to kill Walter and for others Alvin as well

    both are merciless, both are leaders, both are evil as heck, both get killed by a secondary protagonist, both are willing to go to extreme lengths to get their way, i don't know.

    comic governor is worse than carver but carver is worse than tv show governor

    Both are very similar but I have to say the worst of the two is the governor imo.

    I would have to vote the Guv. Carver never really struck me as evil the way the guv did.
