Mundae police at the end of chapter 1
The Woodlands serves as the city hall for Fabletown, and all the "elite" fables reside there so I suppose it should be the place best guarded by magic (the witches themselves live in the 13th floor). so how come the mundae police found the head of Snow White before any Fable? Could the magic guard be let down intentionally? It would be an attack at the whole Fabletown, so the mastermind may be someone who was dropped out / forbidden from the town / kept at the Farm (Collin, jk), he/she could be adamant that though all the past should be forgiven, he/she still didn't get the chance to start again.

There is nothing that prevents humans from entering the Woodlands....that in itself would arouse tons of suspicion.
it says in the book of fables that warding spells around every block will make mundae distracted and dull... and it only fails when something raises curiosity from a large group of them. It was late at night and fabletown was keep quite unnoticed for long (even the fight in toad's building didn't attract attention) so there should be someone responsible for arranging the mundae police to come.
