The Collector's DVD is not available yet, so it's impossible to determine the shipping costs to Japan (which are not included in the $24.99). I used to be able to make an educated guess at what the shipping costs would be by putting any other similar DVD in my Telltale Store shopping cart, but none is available at this time.
To answer your other question, Telltale will be able to ship the DVD to Japan.
