THEORY: Cindy, Tiny Tim and The Crooked Man.
Alright, before I start, I'd just like to say that I have not read any of the Fables comics (yet) so if something in my theory doesn't add up because of something in the comics, pleasr don't flame me or anything.
My theory is that Cindy is working undercover. Undercover where, you say? Well, it's not really where but more... with whom. I think that Cindy is 'working' with the Crooked Man, and will assist Bigby with finding him and taking him down, hence the episode 4 name "In Sheep's Clothing".
Now, I need some sort of substantial evidence, right? Well, in the episode 1 opening (I think it's the opening, definitely episode 1 though), when Bigby (not sure if Snow was there as well) was in the Taxi, you see Cindy and Tiny Tim walking alongside each other down the street. Granted, they might just be bystanders, but something in episode 3 makes me think differently.
In Episode 3, when Bloody Mary opens the car door, you can see Tiny Tim is the driver. I think Tiny Tim is also working for the Crooked Man, and will have a speaking role in episode 4. I've also read on the forums that in the comics, Cindy is a spy, so this would fit in quite well with her persona. Maybe this is her first undercover job? It would also explain why her page in the Book of Fables (not the one with the pictures in it, the one where we found out what Faith's story was) was blacked out.

I assume that is in the comics.... TWAU is a prequel to the comics. Bigby might know that Cindy is undercover, but not where she is undercover at.
If you go to the Tweedle's office first and check the filing cabinet, there's evidence to say she's in Europe.
When exactly do you see her walking down the street with Tiny Tim? I know she was in the "Next Time on" segment at the end of Faith, outside Georgie's club, but that's the only time I think we've seen her.
So I found Cindy...
But the guy who was going after her is the Cryer guy (the ginger taxi driver)...
Hmm... my theory still sort of makes sense though... I do remember that there was a file found called "CindyhitsDee" or something like that, can't remember what the topic was called...
