There aren't many traditional comic stores left these days, sadly, but then again it's a bit of a dying market. Most people tend to either get trade paperbacks (which are available in most good bookstores as well as online) or read them digitally, neither of which require dedicated stores.
That's not to say they don't exist, of course - just Google 'Forbidden Planet' for proof of that - but they're a lot harder to find these days due to a change in how people read comics.
For the record, Judge Dredd was an English creation, created in 1977 for British comic 2000AD. Also, Alan Moore (who did Watchmen, The League of Extraordinary Gentlemen and V for Vendetta) was British as well.

Only Vertigo comics that got released here are Sandman and Y The Last Man.
I'm fully aware that piracy is bad and the guys who made the comics should be rewarded for their great work, but the only way for me to get to read them is to download them from internet, it's not like I'm just being a douchebag who wants to get something without giving something in return, I honestly don't have a choice.

Well, asking for these kind of things you do expose yourself to the firing squad, illegal downloading is socially unacceptable, and to be honest I completely understand why people react to it negatively.
But on the other hand, it also gives douchebags a good excuse to directly insult you and act holier-than-thou, as you can see on some examples here.

You're right, of course, Moore is British, but If I'm not mistaken, he spent much of his career working in the DC comics. By the way I am quite a fan of his work, his and Grant Morrisons, they both had some pretty insane and insanely good ideas.
