Who could "The Butcher" be?

This is something I haven't seen people talking about: The Butcher. They are mentioned about two times in the third episode, with his name briefly seen in the Tweedles' office and Greenleaf's apartment. Who could this mysterious character be? Maybe the killer? Do you guys have any thoughts on this?

    Bloody Mary or the Woodsman? Then again, that would be too obvious.

    He could be one of the men from the "Rub-A-Dub-Dub" nursery rhyme ("the butcher, the baker and the candle-stick maker").

    I replayed episode 1 a few days ago and noticed something Toad said after you investigated his apartment.
    He said, "It was that...butcher, a Tweedle". I don't know if it's related, but it caught my attention.

    yeah i think its the tweedle's as mentioned earlier by mr.toad in the first episode,seems like they were delivering glamours to crane and all.
