You go to a user's profile and click Private Discussion, which can be found on the left under their avatar and account information. Private Discussions allow you to share messages with selected users that only you and they can see.
Unfortunately, the profile notifications for Private Discussions currently do not work so you have to link to the private discussion in a post for now.
