Iphone to Ipad not working

I downloaded the game into my ipad. Then deleted it, but it stuck in the cloud. I then download walking dead with all inapp purchases on iphone. And when I went to the ipad and redownloaded it, the app thought I wanted the original game I downloaded (without inapp purchases) from the ipad. It doesn't recognize that I newly downloaded it on the iphone. And there is no alert telling me about "an already purchased item" They want me to pay another $20 for the multipack instead of letting me get it for free.
