...is the 400 days community. It's still possible it isn't, but the presence of both Bonnie and Tavia makes the evidence pretty damn overwhelming that it is.
This offers up some new questions: to what extent is Tavia complicit in the prison Carver has apparently turned the community into? Did she know she was bringing the 400 days camp survivors into borderline slavery, or is Carver's new order something more recent? Does she genuinely believe in what Carver is doing or is she somehow under compulsion?

I can see it either going two ways: Tavia is a zealot, agrees with everything Carver does without questioning him, and genuinely thinks his community is a great place and complies with all of the rules + slave work. My other interpretation is that she's a good person who does want to help people, but turns a blind eye to all the awful shit Carver does. Or she disagrees, but knows she can't do anything about it, so she keeps quiet.
