Could all 400 days characters be at the camp regardless?
I've been thinking about the ways in which this could be possible.
What if those who go of their own free-will are made guards of the camp and makes things slightly more difficult for you, while the others who did not go of their free-will will aid you in your escape? I think this because Bonnie always goes of her free-will regardless and is given a position of what looks like a camp guard. Also, Carver says 'those who choose not to accept our love (not going to the camp when on offer?) will surely wish that they had' Maybe those who stayed behind are captured and taken there as prisoners?
I think this would be a nice way to incorporate all of the characters from 400 days whilst making sure that your choices in 400 days still mattered to some degree. Also, Russell stayed behind in my playthrough and I blumen well liked Russell!
