My Lee spared Andy St John after he ate their friend, grabbed Clementine, threatened to kill Duck, and then had a massive brawl with Lee.
I think Clementine can spare a guy who hit her in the face once.
I have a feeling that he'll get away with it anyway, because the group will be more focused on escape and what Carver is doing (walkie-talkie-beat-up-time) is probably worse that what Troy does to Clementine.
From what I've seen, Troy is a savage goon who used excessive force against a child who clearly had no intention of harming him. The cruelty of his actions betrays contempt for basic human decency.
Troy deserves to be punished, but Clementine doesn't deserve to have his blood on her hands. Lee convinced her to leave him because he didn't want Clem to go any further down the same dark road of murder and guilt. Troy might not feel bad about committing violent acts, but Clem probably would.
In short: Clementine will show Troy the mercy that he likely doesn't deserve.
Edit: If Telltale somehow manages to convince me that Troy isn't an unredeemable asswipe, I will be very impressed.

But those who defend Troy forget that a hit with the gun which caused her to fall to the floor could give her a concution or worse

That's actually a tough question, though I hate Troy. He still has an opportunity to become a good guy... If he feels any remorse for hitting Clem I MIGHT spare him. It all depends on who's killing him though, I surely don't want Clem to do that... "Shooting things, it changes you."
Would you try to stop Kenny from killing him? Personally, I'm not sure that I would, since Clementine technically wouldn't have his blood on her hands. Quite the tricky question...
