Honestly, I don't even remember, it was so long ago. I know I didn't get all of them to go, though, that's for sure. I think maybe Russell and Vince and Wyatt stayed.
I got everyone to go with her & I kinda regret it. Not because we now know it's Carver's camp, but because it'd be interesting to see what happened to the people who stayed behind.
I got everyone but Vince and Shel to join. I'm not sure if I care as much about Vince (especially if the game goes along with the theory that those who don't join will join Luke outside the camp in breaking the others out; I think he'd be a good ally in that respect) but I am sad about Shel because I wanted to see how Becca might interact with Clem and Sarah. Sigh.

I got everyone to join based on two accidents. In Wyatt's story, I thought that winning ro-sham-bo meant I left the car, because I asked to leave. In Vince's story, my Xbox glitched out for a second, and when it recovered, the scene for Vince stepping on Danny's ankle played. Shel and Russel I got normally, though.
I think TT made it so everyone is there anyway. Maybe the ones that didn't come with Tavia are in a prison there somewhere. Carver probably hunted them down like he did the cabin peepz.
