Why the heck is he always "missing" episode 3 and 4 preview

LUKE, why the hell is he always missing, I really want to interact with his character more, but I can't goddamn do it when he is always MIA. I don't even think I have had the choice to walk up an click on him to talk yet. He was MIA at the lodge, MIA for half of episode 3 and it looks like he will also be MIA in episode 4 preview.. Did not see him at all in the preview..What the hell is going on?
