I think people sent Colin and Toad to the farm because they were trying to stay true to the Bigby in the comics, in which he's an enforcer, not the one who makes the rules. Let's face it, the Bigby in the comics would be more likely to carry out the orders than try to be the nice guy, letting them get broken or handing out money.
As for the ending, the Crooked Man pretty much offers to talk about things we still need to know, (possibly considering trying to recruit him or make an appeal to reason?) it makes sense to hear him out before dragging his ass in.
I sent them both to the Farm. Rule are rules and I recall telling toad the 1st time, that if he couldn't look human, he was going to the farm. I didn't try to take off the ribbon and when it came to the CM, I just smoked. Let's see what happens in the 5th. Right now, I DON'T want to kill him...
I'm surprised more people didn't send Toad to the Farm. I can get behind protecting Colin since, as he says, he always stays hidden in Bigby's apart so it's not a big deal. But Toad clearly has no qualms with going out in public unglamoured, multiple times and in broad daylight.
Not to mention, I got really pissed off when he and Colin kept sobbing on and on about how shitty a place the Farm was and that going there would be like the end of the world, despite the fact that the Book of Fables explicitly states that its a comfortable and spacious place, not the horrible prison they make it out to be. Seriously, Toad just comes off as an overdramatic, selfish prick who puts his desires above the community's safety.
1) In the comics, Colin is always escaping from the farm and hanging out in Bigby's place and then being forced back up there. It's a cycle and there's no hard feelings about it. Bigby let's him have fun for a night and then trucks him back.
2) It really actually is essential to the existance of Fabletown that non-glamoured fables stay at the farm. It's a rule for a reason, and it's one of the more important ones.
I chose mostly the same, aldo i didnt give Toad the money. I chose to stand up for Collin thought, cause im against the whole farm thing. Something just seems fishy about that place. (didnt read the comics so im not sure what the story line is there regarding the Farm.)

I do believe there is a valid reason behind Snows behavior. While i realy like the whole chemistry between snow and bigsby, i do see a rising amount of irational behavior out of her, and i did refuse to do things like burning that tree at greenleaves and not sending either Toad or Collin to the farm. Snow seems to just not be able to handle the pressure of running things at this time, that i think is causing her to be irrational in things. Also i think guilt is a reason she doesnt function at 100%, maybe over giving up Crane and such.
Also the reason i didnt give Toad the money (despite not taking the money in the first place) is that i gave Toad several chances to do something. When i fist met him i gave hime a pass, second time i again gave him the benefit of the doubt. Then he comes there asking for money to buy the glamour, and im feeling i gave him more then enought free passes. But the reason i didnt send him away to the farm in the end is two things, 1) TJ, i cant get it past my heart to send him to the Farm, and 2) I do feel the system isnt right, so im not realy a supporter of the Farm thing despite being a by the books type in most cases. Also, i do believe Collin can blend in easier then toad, Collin when seen by humans can just be a pig, sure an unusual pet, but i know people who had a goat as pet, so i guess anything goes. Toad however cant pass of as just a "Toad" cause he's a bit to big for that :S
I also agreed to bring him (CM) in alive, because i try to play bigsby as a reformed guy. Sure he's a big bad wolf, but i try to show people that he's not the bad angry guy they all believe him to be.

AND there's a tombstone with Toad's name on it in the farm in the comics as far as I know.
