Unable to buy the Season Pass in app purchase for The Walking Dead Season 2

It is not letting me buy it, I have 15.35 in my account and it says each time when I try each time to buy the Season pass, it say inefficient amount of money. I DO HAVE ENOUGH and it CLEARLY SAYS that it is 14.99. Please resolve this problem.
