First, remember how nerissa says you should watch after your friends, and "friends are important but I have none"? She was talking about snow white.
Also remember how snow has said she has "other matters to attend to" on multiple occasions? Very suspicious
And then when you first come into the office she says "I thought you were gonna report to me... But it's fine(to not draw attention to herself)"
When reading the secret convo between snow and Bluebeard(and completely ignoring toad) I saw the following:
Snow: i thought I made myself clear
Bluebeard:it's a very strange decision for the sheriff to make(Woah what did he just say?)
Bluebeard: I'm sure experience has given you that impression(also raises a couple flags
Snow: we do things the right way
Bb: I wouldn't be so sure(this)
Snow:so is there anything else you'd like to tell me?
Bb: I expected ??? about him, but as far as questions go its a bit broad don't you think?
Bb:we've met, hes a scratch golfer, but it's always been casually arranged, in fact if I remember correctly ?????(why doesn't snow white mention this to bigby? )
Snow:If we kill the crooked man before hi???
Bb: he worked for them didnt he? I couldn't be sure that he wasn't involved. And I didn't want him ???
I didn't cause any permanent injuries.(also no mention of Bluebeard fighting someone)
He probably mistakes himself for my peer.
Snow: Good, you have to understand that ?????? It's really important that he????
So what else did you find out?
Bb: a clue that hinted at the witches identity, but nothing solid enough to act on it at the ???

Snow I know it may not seem important right now, but glamours are the law for a good reason, you know that as well as anyone.

This makes me believe that snow and bluebeard are in on it, or at least no more then they're telling bigby. I think snow might be bad in some way. Nerissa made it pretty clear not to tell her about anything.

When I played I got the feeling that snow was hiding something. Like the way she said "I have other matters to attend to." That may not mean anything though.
