This is my attempt to answer the mysterious circumstances that surrounded the death of Faith & Lily.
In no way would I consider my thoughts shared here as definitive. This is simply my best guess.

I believe Faith, Lily, and Nerissa conspired to blackmail Crane to garner their freedom from the Crooked Man. Lily most likely knew of the existence of the photos (being there for some of them), and one of the three later stole them.

I think we have a good case to believe that blackmail was involved. We know from our conversation with Faith that she didn’t intend to continue her job for very much longer. The file in the Tweedle’s office explicitly states that Faith stole a photo from Crane.

The importance in the fact that they may have decided to shake down Crane is the fact that he is the deputy mayor (currently acting mayor) and is therefore a powerful and influential figure in the Fable community. Yet Crane owes a substantial debt to the Crooked Man and would likely be considered a valuable asset by him. Therefore, the fact that Crane’s position within the community is being threatened would likely be a concern of the Crooked Man.

I suspect Crane being his normal irascible self, did not want to indulge the demands of the Blackmailers and instead hired the Tweedles to intercept blackmailer during their assigned meeting and retrieve the photo.

Before Faith can give a statement to Bigby she tells him she is going to drop off what she has. Instead of money I think she is talking about the photo.

This is where my story gets even more convoluted.

I think Faith first rendezvous with Nerissa and they go out together. Nerissa hides in the shadows while Faith prepares to make the drop. Faith and the Tweedles recognize one another and Faith quickly makes her escape. The Tweedles now know who has the photo. Nerissa dies at the end of the chase.

Displaying the head had a twofold purpose, with Faith clearly dead they could no longer seek retribution against her, and also alerted the Sheriff to a menace.

Not wanting to be further indebted to the Crooked Man, Crane’s interaction up to this point had solely been with the dim witted Tweedles. This will change.

With news of the apparent death of Faith, Crane rescheduling his appointment and the Tweedles riffling through the Pudding & Pie leads Vivian to get suspicious. Crane has his massage in the morning but this time with an alternate, it is Vivian who will keep Crane’s appointment with Lily in the evening. At which point she learns of the dealing of Faith and Lily and knowing of the value of Crane to her employer kills Lily for her transgressions.

Lily informs the Crooked Man and they decide to use these latest events to garner further concessions from Crane. They place Lily’s head still disguised as Snow at the footsteps of the Woodlands. The scene at the Open Arms (where Vivian murdered Lily) is left unaltered (except for the body which was disposed of). The intention was to bring Crane to the murder scene in room 207. Where upon Crane would beg the Crooked Man to extricate him from this danger.

It is only by locating Lily’s body and then the prompting of Nerissa that Bigby located the crime scene.

That is my current theory related to the murders.

I am in no way convinced that this is how events really played out, but it will be fun to compare the two when episode 5 comes out.
