Because then it isn't fair for the ones who DO want to make a fanfiction. Your fanfic get's in, it's okay, but when other people can't post… more a fanfic, they will rant as well.
It's more fair this way than having only a select few get popular because of it's place on the forum and the rest go to sh*t.
