I'm starting to suspect Gren myself, kills Faith to protect his buddy for repercussions from Georgie, kills Lily thinking she's Snow when he gives the brothel a visit. Puts the heads on Bigby's doorstep to mock him, feels really guilty later after realizing he killed Lily. Not a great theory but he seems suspicious.
