Tavia's the actual antagonist and Carver was a puppet ruler set up for the masses (as she knew his gruff voice and sadism would force people to follow). Now she's hunting Clem and co. to get revenge for having her setup ruined.

(btw I don't know if that'd even be possible since I'm not entirely sure if Lee killed his wife or the one she cheated him with... anyway I think my theory would be cool)
