Personal Question about downloading TTG games away from home
So it has come to my attention that the next games from Telltale will be releasing anytime in July except for the the first week (as stated by Job Stauffer's new tweet). My guess for these releases will be the 8th to the 29th in July. Unfortunately for me, I go on my trip on the 8th and come back on the 22nd (both tuesdays which are usually when TTG games are released).
I can wait to play the final episode of TWAU (since I have it on xbox and can't bring that on my trip) but if the 4th episode of TWD S2 is released on the 8th or the 15th, I want to know if I can still download it via Steam while I'm in Europe. I will have access to wifi, I think any extra costs will be manageable and I have pre-bought the entire game on steam.
Now before anyone tells me I can wait, I just want to say I'm way to obsessed to wait and I'm a regular on this forum who hates spoilers and doesn't want to miss out on anything while I'm gone.
My question is if I can download this game if I'm in Europe.
Also, if it does come out the 8th of July, I might be able to download it before I go on my trip (which is 12:00pm EST) so I'd like to know what time does steam usually allow access to download games on the date of its release.
Thanks for listening if you read through all of that, I just want to make sure I can play the game even when I'm on vacation.

I believe that as long as you are connected to Wifi, you should be able to download games on your Steam account anywhere (unless you have to account for bandwidth limits, which I imagine would be due to your internet connection and not Steam).
Ok thank you
Do you also know when steam usually allows access to download TTG games on the day of their release?
Steam's releases and Telltale's releases are not really consistent. Sometimes, Telltale will have midnight launches for their store whereas Steam gets the game later in the day, and other times, Steam gets the game in the afternoon whereas Telltale does in the evening.
There's not really a whole lot of consistency to go off of...
Ok thank you for the information
