"The story is tailored by how you play" is different from "The story is changed by how you play". We just choose the way stuff happens, we do not determine what will not happen.
There was a topic like this explaining how season one's choices dont matter at all because they ultimately change nothing. It got popular and the poster was banned conveniently. But yeah don't put a choice in if it changes nothing (i.e killing sam).
Imagine that you ask me to get a cup of coffee for you. I go to do so, but instead of sugar, I pour a teaspoon of cyanide into the cup. I go hand it to you, but the cup slips and shatters on the ground. Did I still make a choice?
It's more for immersion
