Lilly. A character arc cut short only because she was expected to be a character in the comic like Glenn and Hershel. Also, like someone else said, her going after Carley seemed really out of nowhere, so much so that some people have actually theorized that it because she was jealous of Lee and Carley. That's how open to weird interpretations it is. With Ben, it made sense since it showed she trusted those who were long time members of the group more, and didn't have anything against Doug.
By extension, Carley. While her shock death is extremely effective and a good example of how to do it (unlike Carlos, just as one example), due to her being established as a likable, capable person many times beforehand, she still deserved more than that, especially since that one scene killed her off and derailed Lilly's character in one fell swoop.
Carlos. There seemed to be some set up of bad blood between him and Carver, or at least that Carlos had done some bad things, but nothing came of it.
Carver, obviously. From interesting to one-note over the course of an hour.
i personally don't think Lily killing Carley was out of character, from a few vague hints in previous episodes, it seemed like the two didn't really get along with one another that much, also the first half of episode 3 deals with "is Lily losing it after her father's death" and there were a few points where she did seem a bit unstable, couple that she thought Carley was working with Ben in giving the bandit's supplies and Carley insulted her, it was stupid and rash, but I wouldn't say out of character.

Rebecca & Sarita... honestly two of my favorites (that are alive) right now and I have a feeling they are both going to die in episode 4 with little-to-no character development (especially Sarita, whose death seems more imminent). Even some simple things like "What did you do before the apocalypse?" or even "How are you holding up?" would go a long way.
One thing I'll admit Telltale accomplished by making season 2; interacting with Clem in season 1 is just heartbreaking now.
I see Clem teasing Duck with bugs, and then I'm reminded of how she can snap at Sarah and tell her to grow up in season 2. I see Clem happily petting a cow, and then I'm reminded of how she'll have to cut a dog's throat out in two years' time.
It's sad to see how much Clem has grown up since season 1, which I guess is what Telltale was going for. Of course, I think that change could've been handled much better, but I still feel the feels
Sarita. Her character would have impacted players more if we had more one-on-one scenes with her. Really getting the sense that she was a mother figure, and someone we knew all about aside from her relationship with Kenny, would have been nice.
