I don't get it. Why would Arvo say the drugs are for his sister, but was trying to throw them away at the observation deck?

    Because he was lying. He was most likely playing a ben and giving the supplies to a different group.

    Probably delivering a packet for the Russians just like Ben for the bandits

    Maybe the meds are for his sister, and he was hiding them so he would have a stash when he escaped his group.
