Yes, but I think it was at the heat of the moment that made her act like that. And she wanted to steal it at the time for Rebecca and the group. "hey, we've got people who are suffering, who need this medicine. Luke's still a rec after carvers, Kenny's a mess, Rebecca's in pain..." Not once did she mention that she needed it for herself. So why would she need to go back and steal all of it if she left the group and was on her own now?
She also says "I cant believe iv'e gotten into this mess. Threatening some stupid kid" She says it as if she regrets it. Like she wishes it never had happened. So I don't think she would have gone back to him to try to steal it again.
Actually, Jane is one that prompts Clementine to take the medicine. Yes, there is a choice, Clementine can choose not to steal it, but if she hadn't been there, Clementine, I mean, Jane would have stolen the meds, and might have even killed Arvo.
Yeah but it makes sense for her to keep the gun because if they gave it back it was possible he could have shot them. (I mean he was scared to shoot Clementine but it is still a possibility.)
So that I wouldn't blame her for. It wouldn't be safe to give it back to him but yes it is still stealing.

He implied medicine. And he obviously blames it on the group. God damn how many times do I have to explain this? He's seen trying to throw away medicine.

Interesting theory This technique that Jane is using is not very common, but I saw Clem to use it too, before she met Jane - in S2E2 on the bridge At 34:25 -

And it stays there. She didn't give the gun back. Stealing something and throwing it away still counts as stealing.

Taking someone's gun when the world is covered with zombies, and bandits is basically a death sentence.

Ugh it's like talking to a bunch of infants.
Ok but in mine she didn't steal anything so

This theory makes sense and has sufficient evidence to support it. But I have a hunch that it might be coincidental.
I agree, while it may not be common the fact that the group used it to kill a walker isn't enough proof.
