More Evil: Wesker. He's an Absolute Psychopath. While M. Bison is quite evil, Wesker WANTS to start a Full scale apocalypse for his own selfish reasons.
Better Villain: M. Bison, He's witty, strong, and Quite frankly, while Wesker is a Mad Genius, His plans are quite easily taken down, That is, If you're a hardcore RE player like me Of course. XD
Who Would Win: M. Bison. While Wesker has the weaponry, The virus takes a very long time to kick in, so even If M. Bison was Bitten, He could still kill wesker, Not to mention, even if he was in his RE5 form, God save my soul for mentioning that game, as I was always taught watching anime, Speed overrules Weight/Strength. If you're a giant brute with massive body and strength, If your opponent is faster, you win can't win.
Before Resident Evil 1 or after? If he gets those "genetically enhancements" then i guess Wesker because even Ryu couldn't beat that.
