persona 3 communication link help?

i understand that talking to people can make your personas stronger but im confused to who you have to talk to upgrade a certain persona, i'm on 5/29 junior year and im level 13, am i under leveled? and the personas ive been using the most is orpheus and apsaras.

    I believe it depends on your persona and certain characters arcana's.

    Your social links give your personas boosts when you are creating them. If you're creating a persona of the Magician arcana you will get a bonus depending on your social link level with your bff whatever his name is.
