Episode 2 is certified for PSN NA release obviously, and you can be absolutely certain that the Sony EU guys got the final ep2 build at the very same time as the Sony NA guys...

Steam has no certification process and is much more flexible in accepting final builds - they can release within minutes of getting the game from TTG. Same is true for the TTG store, of course.
