I feel quite the opposite, I feel like he's been developed more than most of the characters on the show. Especially in seasons 3 and 4. He's been my favorite character since he was introduced in season 1, because he reminds me a bit of myself. He was the only one with any real survival knowledge, and he's a bit of an outcast. Loyal to a fault, and always tries to be honest. Connected with his character immediately. It took me until the season 2 finale to finally acknowledge Rick.
