Lilly is Carvers "right hand girl". She is a high ranking member of the community and is very loyal to Carver. It will be up to players to decide her ultimate fate.
I wouldn't be surprised if she was Carvers husband - they're both cold hearted ba£$%^s ready to do whatever it takes to survive - they're a match made in heaven
Plus it fits in well. Kenny already hates lilly, imagine his fury when she is returned as the right hand "women" of the man who got Walter shot and locked everyone up.
Alvin is about to be publicly executed for George's murder (determinant scene). Carver has arranged the event like a medieval beheading. Clem and the others are forced to witness Alvin's death at gunpoint.
A woman dressed in a customary black hood and armed with an axe walks onto the wooden platform. She stops upon seeing Clem and Kenny in the crowd, but doesn't do anything that immediately gives her identity away. After Carver has pronounced Alvin's sentence and allowed Alvin his last words, the woman raises her axe and decapitates him.
The player only discovers the woman's actual identity later in the game. If Alvin was killed in the previous episode, the above scene doesn't occur, and Clem encounters Lily without Alvin ever being executed.

She shouldn't. Kenny's return was unlikely enough for one game. No idea what the basis is that it's "most likely" she'll be in the next episode. They haven't been the same Lilly for a long time and she hasn't returned yet.
If she does though i'd prefer option 3 - as a walker.
I would like it if she were one of Carver's soldiers, but not his second in command or anything. She's just some random grunt in his militia… more patrolling the community edge when Carver shows up with everyone captive. As they slowly file past her... "What the fuck? Kenny, is that you?" For the rest of the Episode she uses her position in Carver's community to make Kenny's life hell because of what he did to Larry, all while he is powerless and can't fight back because he's a captive.

If Lilly showed up with the 400 Days cast to bust everyone out of Carver's settlement, that would be so incredibly righteous. I don't think it's likely, I don't think it's even likely that she'll ever show up again, but...I need to hope, man. I just can't endure any more Kenny whining without at least the possibility of someone I like showing up.
Kenny and Clem escape from Carver camp. Lily shoot Kenny in the head and shout BOOM headshot. Clem give thumbs up to Lily saying "Thanks! I was getting tried of his whining and stupid mustache."

Nah....If they want to reintroduce Lily it should be in a DLC or another season. The only people we should recognize are those in 400 Days who went with Tavia. Maybe would not mind crazy dude who picked up Russell (if he is still alive).

As awesome as it would be for another s1 character to show up in s2 i really doubt Lily is going to be in episode 3.
Like in the tv show they see the 'Terminus' sign, maybe here is similar they see 'Wellington' instead.
