The official FAQ for TWAU never had any time frame, it was always only stated that releases would be released periodically. You might be thinking of the FAQ made by volunteer moderators on the forum, which is unofficial (since we're just volunteers and don't have any inside information on the development and release schedule of Telltale's games).

Hopefully the 15th, 22nd, or the 29th of April. It's always on a Tuesday but if it were to be in May it better be the first Tuesday and not the second Tuesday... If they want to follow their rules of 4-6 weeks, it would have to be put up on the 15th of April.

Until we know the context of this dialogue, it doesn't put to rest anything. I personally didn't buy the 'cut and run' explanation but this tweet alone doesn't confirm what did/didn't happen. For all we know, Luke just gets caught later.

From Feb to end May, we only got only some games worth playing (such as Dark Souls 2 and South Park). Compare it to 2013, where we got Tomb Raider, Bioshock Infinite, The Last Of Us and more...
This only makes the waiting worse.
Let's hope that Watch_Dogs, Mudered Soul Suspect and other upcoming releases satisfy us while we wait for the episodes
