yeah mines working ,if you go on ur main profile page for the WD it says something like not available yet for the later episodes,and available if youve paid for a season pass for the 1st 2 eps.
It was almost a year ago (in game) since we saw 400 Days characters so they could changed their clothes. Still... it dosen't have to be on of them. It could be some background character like Johnny.

Well it's been a while since the 400th day, plus Bonnie changed her clothes, so I'm sure whoever this is did too.
