I would say Duck because he's naturally retarded, Carlos comes a close second since he's basically killing his daughter by sheltering her from the world. Poor Sarah..

I think people misunderstood my comment, I meant Carlos is dumb PARENTING wises, he's pretty smart in every other aspect, but when you're treating your 15 year old daughter like an 11 year old during the apocalypse, I think you need to step back and look at all the other options. Just like Chuck said.. "I don't know much 'bout you folks, but y'all keep going like this and that girl ain't gonna make it. You gotta consider her a living person, that's it! You're either living or you're not. You ain't little, you ain't a girl, you ain't a boy, you ain't strong or smart, you're alive."

but I would say Ben was the dumbest. while he wasn't dumb he did make dumb decisions
In terms of academic smartness, Carlos would obviously be the cleverest as he is a doctor (the bite thing was gameplay induced not character induced, and thus can't be considered when looking at his skill. In addition Carver doesn't kill Carlos because he needs him to deliver his baby, so he clearly knows he's medically able).
The 'little house' thing was also poor writing, not character stupidity.
The most stupid adult character in terms of academia is probably Kenny: he never thinks about the consequences of his actions enough, nor thinks his plans through fully. He's also racist.
In terms of survival skills, I would say Molly is probably the cleverest, and Sarah is obviously the least clever.
Remember when Kenny thought Lee could pick the lock in the St. John farm?
Kenny thought Lee could pick it just because he's "urban". He meant black.
Although, I wouldn't say he's racist just because of that. Dumb thing to say, sure, but doesn't mean he's racist.
Also, i betcha Carver will kill Carlos after he reveals he's not a doctor and fails to save Rebecca.
Being from a place does not exclude you from being racist. I can't say 'I want to kill all gay people' and then say 'What? I'm not homophobic, I'm from Uganda!'

In the entire Walking Dead franchise, I would say Andrea from Tv-series. Her choices are just...stupid and dumb (Waste time talking to Milton and gets bitten...). No offense to the actress, I like her.
